BBC America will bring back “Doctor Who” on April 23, with the first part of a two-part debut written by showrunner Steven Moffat. The new season features guest appearances by Mark Sheppard of “Supernatural” and “Battlestar Galactica” as well as Alex Kingston of “ER,” the story notes.
